學生保險相關事項 Student Insurance Information

一、外籍生健康保險 (三商美邦人壽保險)
 對象:初次抵臺求學之外籍生及未符合加入臺灣全民健保資格者(含僑生、港澳生及海青班學生)。
 保費:抵臺入學後起算 6 個月時間(自行負擔 每月500 元)。
 就醫規定:商保效期內需前往就醫的同學,需先自行付費。
 相關三商美邦人壽理賠事宜,務必提供以下資料,缺一不可!!!!!
 1.理賠申請書(至國際處填寫)。
 2.醫療診斷書 。
 3.醫療收據 。
 4.郵局帳戶影本。 
 理賠項目只限必要的醫療(如感冒、發燒、腸胃痛…等疾病)。
自殺、違法、美容類、矯正牙齒、健檢、施打疫苗…等不能申請。
理賠金額規定如下:
 1.門診:收據實支實付,每日 1,000 元為上限。 
 2病房/住院:收據實支實付,每日 1,000 元為上限(最高給付365天)。
 扣除病房費外、雜費、必要醫療費用$12萬內實支實付。
 病房費/住院日額 只能選一種。 
建議同學們要自行存留收據及診斷書的影本資料,並清算已墊付的金額,以防突發文件遺失的狀況。 
送國際暨兩岸事務處綜合業務組轉交保險公司申請理賠。
商保效期期滿,尚未符合參加全民健保資格者,應繼續投保(以月計算),至符合參加全民健保資格為止。
 
二、全民健康保險
1.背景與法令規定
依據全民健康保險法之規定,持有居留證明文件在臺居住滿6個月者均應參加全民健康保險。在臺居住滿6個月,係指進入臺灣地區並取得外僑居留證後,連續居住達6個月或曾出境1次未逾30日之實際居住期間扣除出境日數後,併計達6個月。(港澳生需領取居留證日起算6個月)。
2.保險費繳納方式及金額
依規定由學校將外國學生應繳納之健康保險費列入每學期學雜費繳款單,由學生於註冊時一併繳納。外國學生保險費每月新臺幣 826 元(依健保局現行收費標準),第一學期繳納 9月 至次年2月保險費(共 4,956 元),第二學期繳納 3 月至 8 月保險費(共 4,956 元)。
已於其他單位投保,且不轉至學校投保請告知國際專修部承辦人,並於每學期初檢查學雜費繳費單以避免重複繳費。
3.轉出或退出本校代辦健康保險情形
休學、退學、畢業、轉學、工作者務必至國際事務處辦理健康保險退保事宜。
4.補發或換發健保IC卡
如因身分資料變更、毀損、遺失、更換照片等申請換發健保 IC 卡者,投保校內國際事務處辦理,投保校外至郵局、中央健康保險局繳交工本費新臺幣 200 元及申請表辦理。

尚未符合參加全民健保資格者,應自費參加醫療保險,就醫規定同僑保、商保。
 
I.Health Insurance for Foreign Students (MercuriesLife Insurance)
1.Eligibility: Foreign students newly arriving in Taiwan and those not yet eligible for National Health Insurance, including overseas Chinese students, Hong Kong/Macau students, and students in the Overseas Youth Vocational Training Program.
2.Premium: NT$500/month for the first 6 months after arrival (self-paid).
3.Medical Care: During the coverage period, students must pay medical fees up front and later file a claim.
4.Claim Requirements (all documents required!!!!!).
(1)Claim form (completed at the International Office).
(2) Medical diagnosis certificate
(3)Medical receipts.
(4)Copy of postal account. 
(5)Coverage: Only necessary medical treatments (e.g., colds, fever, stomachache) are covered.
Not covered: suicide, illegal acts, cosmetic procedures, orthodontics, health checks, vaccinations, etc.
Insurance Compensation Details::
1.Outpatient visits:Reimbursed based on actual expenses, up to NT$1,000 per day.
2.Hospitalization/Ward: Reimbursed based on actual expenses, up to NT$1,000 per day, for a maximum of 365 days.
In addition to the daily limit, miscellaneous and necessary medical expenses are reimbursed up to NT$120,000 (excluding ward fees).
 *You may claim either the ward fee or the daily hospitalization allowance — not both 
Students are strongly advised to keep copies of all receipts and medical certificates, and to track any advance payments, in case original documents are lost. 
Submit your claim documents to the International and Cross-Strait Affairs Office, which will forward them to the insurance company.
If your commercial insurance coverage ends and you are still not eligible for National Health Insurance, you must continue the commercial insurance on a monthly basis until you become eligible.
 
II.National Health Insurance (NHI)
1.Eligibility:
According to the National Health Insurance Act, anyone holding a residence permit and residing in Taiwan for at least 6 months must enroll in NHI. "6 months" means continuously residing in Taiwan or leaving once for no more than 30 days (the days abroad are subtracted). For students from Hong Kong and Macau, the 6-month period starts from the date the residence permit is issued.
2.Payment Method and Amount
NHI fees are included in the semester tuition and miscellaneous fees bill and paid during registration.
The premium is NT$826 per month (based on current NHI standards). First semester: September to February (NT$4,956), second semester: March to August (NT$4,956)
If you are already insured through another provider and do not wish to switch to the school’s plan, please inform the International Office and check your fee bill each semester to avoid double payment.。
3.Withdrawal from School Health Insurance
If you take a leave of absence, withdraw, graduate, transfer, or start working, you must cancel your NHI coverage at the International Affairs Office.
4.Reissue or Replacement of NHI IC Card
For changes in personal info, damage, loss, or photo updates: School-insured students: apply at the International Affairs Office. Others: apply at the post office or NHI Bureau with the application form and NT$200 fee.

Those not yet eligible for National Health Insurance must purchase medical insurance at their own expense. Medical treatment rules are the same as for Overseas Chinese or commercial insurance.
