學生保險相關事項 Student Insurance Information

一、外籍生健康保險(三商美邦人壽保險)
  • 對象:初次抵臺求學之外籍生及未符合加入臺灣全民健保資格者(含僑生、港澳生及海青班學生)。
  • 保費:抵臺入學後起算6個月時間(自行負擔每月500 元)。
  • 就醫規定:商保效期內需前往就醫的同學,需先自行付費。
  • 相關三商美邦人壽理賠事宜,務必提供以下資料,缺一不可!!!!!
 1.理賠申請書(華語文教學中心填寫)
 2.醫療診斷書
 3.醫療收據
 4.郵局帳戶影本。
  • ​​理賠項目只限必要的醫療(如感冒、發燒、腸胃痛…等疾病)。
  • 自殺、違法、美容類、矯正牙齒、健檢、施打疫苗…等不能申請。
理賠金額規定如下:
 1門診:收據實支實付,每日1,000元為上限。
 2病房/住院:收據實支實付,每日1,000元為上限(最高給付365)。扣除病房費外、雜費、必要醫療費用12萬內實支實付。病房費/住院日額只能選一種。
  • 建議同學們要自行存留收據及診斷書的影本資料,並清算已墊付的金額,以防突發文件遺失的狀況。
  • 華語文教學中心轉交保險公司申請理賠。
  • 商保效期期滿,尚未符合參加全民健保資格者,應繼續投保(以月計算),至符合參加全民健保資格為止。
I. Health Insurance for International Students (Mercuries Life Insurance)
Eligibility:
Newly arrived international students in Taiwan and those not yet eligible for Taiwan’s National Health Insurance (including overseas Chinese students, Hong Kong and Macau students, and overseas youth vocational program students).
Premium:
Coverage starts from the date of enrollment and lasts for 6 months. Students are required to pay NT$500 per month.
Medical Treatment Policy:
During the insurance period, students must pay medical expenses upfront when seeking treatment.
Required Documents for Mercuries Life Insurance Claims (all mandatory):
  1. Claim application form (to be completed at the Chinese Language Center)
  2. Medical diagnosis certificate
  3. Medical receipts
  4. Copy of post office account
Coverage:
Claims are limited to necessary medical treatments (e.g., colds, fever, gastrointestinal issues, etc.).
Not Covered:
Suicide, illegal activities, cosmetic procedures, orthodontics, health check-ups, vaccinations, etc.
Claim Payment Regulations:
  1. Outpatient: Reimbursement is based on actual expenses, with a daily maximum of NT$1,000.
  2. Ward/Hospitalization: Reimbursement is based on actual expenses, with a daily maximum of NT$1,000 (up to 365 days). Aside from ward fees, other necessary medical expenses are reimbursed up to NT$120,000. Only one option between ward fee or daily hospitalization fee can be selected.
Additional Notes:
  • Students are advised to keep copies of all receipts and medical certificates and record the amounts already paid, in case of document loss.
  • Submit documents to the Chinese Language Center, which will forward them to the insurance company for claim processing.
  • After the Mercuries Life Insurance period ends, students who are still not eligible for National Health Insurance should continue to purchase coverage on a monthly basis until they meet the eligibility requirements.
​二、全民健康保險
  1. 背景與法令規定
依據全民健康保險法之規定,持有居留證明文件在臺居住滿6個月者均應參加全民健康保險。在臺居住滿6個月,係指進入臺灣地區並取得外僑居留證後,連續居住達6個月或曾出境1次未逾30日之實際居住期間扣除出境日數後,併計達6個月。(港澳生需領取居留證日起算6個月)。
  1. 保險費金額
外國學生健康保險費每月為新臺幣826元(依健保署現行收費標準辦理),費用由學生自行負擔。
  1. 轉出或退出本校代辦健康保險情形
休學、退學、畢業、轉學、工作者務必至華語文教學中心辦理健康保險退保事宜。
  1. 補發或換發健保IC
如因身分資料變更、毀損、遺失、更換照片等申請換發健保IC卡者,投保校內國際事務處辦理,投保校外至郵局、中央健康保險局繳交工本費新臺幣200元及申請表辦理。

尚未符合參加全民健保資格者,應自費參加醫療保險,就醫規定同僑保、商保。
II. National Health Insurance (NHI)
  1. Background and Legal Regulations
According to the National Health Insurance Act, individuals holding a residence permit and residing in Taiwan for at least 6 months are required to enroll in the National Health Insurance program.
Residing in Taiwan for 6 months refers to the period after entering Taiwan and obtaining an Alien Resident Certificate (ARC), during which the individual stays continuously for 6 months, or may leave Taiwan once for no more than 30 days; the days outside Taiwan are deducted, and the remaining period counts toward the 6 months. (For students from Hong Kong or Macau, the 6-month period starts from the date of ARC issuance.)
  1. Insurance Premium
The monthly premium for international student health insurance is NT$826 (in accordance with the current premium rate set by the National Health Insurance Administration), and the cost is to be borne by the student.
  1. Withdrawal or Termination of School-Arranged Health Insurance
Students who suspend their studies, withdraw, graduate, transfer to another school, or start working must go to the Chinese Language Center to process the cancellation of their health insurance.
  1. Reissuance or Replacement of NHI IC Card
In cases of changes in personal information, damage, loss, or photo replacement, students may apply for a reissued NHI IC card.
  • Students insured through the university should apply at the Chinese Language Center.
  • Students insured outside the university should apply at the post office or the National Health Insurance Administration, submitting the application form and paying a processing fee of NT$200.

Those who are not yet eligible to enroll in NHI must purchase medical insurance at their own expense. The medical treatment regulations are the same as those for Overseas Chinese student insurance and private insurance.
